Elementum Energy Signs Memorandum of Cooperation with the Odesa Regional State Administration


Elementum Energy signed a memorandum of cooperation with the Odesa Regional State Administration. The document outlines further joint efforts on investment projects in renewable energy and support for local communities.

The memorandum was signed by Oleg Kiper, Head of the Odesa Regional State Administration, and Olga Rybachuk, Managing Director of Elementum Energy.

Odesa region is one of the key areas of Elementum Energy’s operations in Ukraine. Here, we manage the Dnistrovska Wind Farm with a total installed capacity of 100 MW, supplying electricity to around 93,000 households. At the same time, we continue developing new projects in the region, including the construction of three wind power plants with a combined capacity of approximately 57.6 MW.

Investment in these new projects amounts to around EUR 90 million, representing a significant contribution to the regional economy.

For us, these projects have direct practical value: they help supply electricity to local residents amid shortages and increased pressure on the grid caused by attacks and damage to energy infrastructure. We are developing these capacities based on the principle of distributed generation — locating them directly within communities and closer to consumers, which strengthens the reliability of power supply and makes the system more flexible.

An important part of our work is cooperation with communities and support for local initiatives, including the development of educational and sports spaces, modernization of social infrastructure, and implementation of energy-efficient solutions.

“Investing today rather than waiting for better conditions is our conscious choice. We have already completed one project in Odesa region and continue building new capacities, expanding our presence in the area. Under current circumstances, it is especially important for investors, public authorities at all levels, and local governments to act in coordination — this is what creates the foundation for further project implementation,” said Olga Rybachuk, Managing Director of Elementum Energy.

Equally important is the company’s interaction with territorial communities and its support for local social initiatives,” said Oleg Kiper, Head of the Odesa Regional State Administration.

The signing of the memorandum creates a foundation for further project implementation and the development of partnership in the region.
